Foreign Worker Quota Applications Go Fully Digital

Effective 6 July 2026, the One Stop Centre (OSC) for foreign worker management has come under the full operational control of the Ministry of Human Resources (MOHR), following a Cabinet decision made on 1 July. Human Resources Minister Datuk Seri R. Ramanan announced the change, marking a significant shift in how employers apply for and manage foreign worker quotas in Malaysia.
What's Changing
Previously, the OSC operated under the Home Ministry, and employers often had to deal with case-by-case manual processing - a system that drew complaints over inconsistent turnaround times and processing backlogs. Now, under the new arrangement:
All quota applications must now go through the eQuota module within the Foreign Workers Centralised Management System (FWCMS). Manual, case-by-case submissions are being phased out.
The move is intended to increase transparency and reduce discretionary human intervention in the approval process.
Employers should also see reduced need for in-person visits to Putrajaya, as more of the process moves online.
The Home Ministry retains override authority strictly on national security-related matters, but day-to-day processing now sits with MOHR.
Clearing the Backlog
As part of the transition, MOHR will begin processing over 22,000 pending quota applications from 548 companies that were left in the pipeline under the old system. Employers with outstanding applications should expect movement on these in the coming weeks, though it's worth budgeting for some initial adjustment period as the handover settles.
Structural Changes Behind the Scenes
Two further developments employers should be aware of:
A dedicated Foreign Worker Management Division will be established within MOHR to oversee this function going forward.
Separately, the Cabinet has approved the setup of a Foreign Workers Transit Centre, intended to manage the intake and processing of incoming foreign workers.
What This Means for Employers and HR Teams
Review your submission process now. If your organisation still relies on manual or agent-assisted OSC submissions, this is the time to migrate your foreign worker quota applications to the eQuota/FWCMS platform.
Check on pending applications. If your company has quota applications that have been sitting with the OSC, you may see status updates as MOHR works through the 22,000-application backlog - worth following up directly if you haven't heard anything recently.
Expect tighter documentation standards. A shift toward a centralised digital system generally means stricter adherence to required documentation and reduced room for informal follow-ups or expedited processing through personal contacts.
Watch for further guidance. With a new division being stood up and a transit centre in the works, further operational circulars or guidelines from MOHR are likely in the coming months.
